It was published a decree containing the new Regulation (DPR 151 of August 1, 2011).
With this decree, the fire prevention radically changes, even if the schema of the new regulation appears to be similar to the existing one with the rules just repealed. In fact, even if you are still talking about the ICC and if the list of activities subject to fire prevention inspections is more or less the same, in fact most of the controls on the projects by the VVF disappears.
The DPR 151 places under the regime of self (ie, the SCIA, signaling the beginning of certified activities) groups of assets that constitute the majority of those considered most dangerous to fire or explosion. For these groups of assets, once submitted the application form on the regularity of fire prevention, the regulation refers to any random checks during the startup of the business, expanding the scheme which in its time was introduced for small tanks lpg .
Another new feature, which is actually only the adaptation of the rules of fire prevention to the general rules on the opening of productive activities, concerns the electronic filing of claims and documentation. In this case, however, the prediction of the standard collides with a reality that is radically different: the majority of local authorities, after years of the introduction of obligations to make telematic OSS, still does not make available business e-services, resulting in depletion of legislation which continues to be enacted. This is for example the case of the articles of the new regulation on the fitting with the OSS, of which only very few of them are able to operate according to the standards set by the standards.
Other new features include the new classification of activities subject to controls. According to the class in which they fall (A, B or C), the activities dangerous to fire or explosion will process different for approval:
- For low-risk assets, are eliminated in accordance with the opinion and just use the reporting certified logon (SCIA). Controls following the commencement of the activity will be random within 60 days;
- For medium-risk activities, the conformity assessment of the criteria for fire safety projects you will instead get within 60 days. To start the task will simply present the SCIA and additional controls will be carried out on a sample within 60 days;
- For high-risk activities, the conformity assessment of the criteria for fire safety projects you will also have to obtain within 60 days. To start the task will simply present the SCIA and after-care will be made within 60 days
